【COSCUP 2025 x OSC Exchange Track】When Submarine Cables Go Dark: Examining the Web Services Resilience Amid Global Internet Disruptions

Island nations like Taiwan and Japan rely on submarine cables for over 95% of their international internet traffic, and they are highly vulnerable to disruptions. Taiwan’s rural Matsu Islands experienced complete internet outages in 2023 and 2025 due to severed cables, yet awareness of the risk on a nationwide scale remains limited. To better understand the potential impact, we developed an open-source toolkit to test how common web services—such as Amazon, Google Docs, and Line—perform during global international disconnections.
